France biotechnology: a strong healthcare focus – a winning bet in Foreign Direct Investments:

The French biotech industry concentrates 53% of its research in the health field. The sector has expanded its pipeline of drug candidates, with 195 candidates in therapeutic products alone under development in 2005, of which 87 are biological and chemical products in clinical trials (41 in phase I, 39 in phase II, and 7 in phase III).

Research, focusing primarily on as yet unmet medical needs, is aimed at developing effective treatments for the major
diseases of the century: cancer, AIDS, cardiovascular disease, obesity, diabetes and neurodegenerative disorders (Alzheimer's and others).

The 90-odd biodrugs sold in France today, generating Euros 2.2 billion in revenue, account for about 10% of the domestic pharmaceuticals market. In short, France holds the right cards to attract a substantial share of productive investments planned for 2007 to 2011, estimated to exceed $2 billion a year. Recently, the Swiss group Novartis picked Alsace as the location
for Europe's largest biotechnology-based drug production facility.

As biotechnology's major industrial, therapeutic and economic repercussions emerge, it has become a policy priority in France, following the example of the United States or Japan, but also up-and-coming countries in the sector like India and China.

France Biotechnology: a strong healthcare focus

Supportive Environment:
France offers a highly supportive environment to the development of the biotechnology industry

Grants up to 450 000 Euros to promote innovative start-ups: A competitive grants program, mainspring of France's innovation policy, is designed to promote innovative start-ups. Since its launch in 1999, some 700 new start-ups have emerged; of which one fourth operate in the life sciences.

Up to 8M Euros tax credit for research per company per year Another measure to support R&D was government assistance via the CIR (Crédit d'Impôt Recherche). This tax credit for research, fixed at a maximum Euros 8 million per year and per company since 2004.

A unique vehicle for business angels insuring 10 years tax exemption To encourage venture capital investment in emerging companies, the government set up a vehicle in 2004 specifically tailored to business angels. This new legal framework, the Société Unipersonnelle d'Investissement à Risque or SUIR, enables venture investors to share their experience and provide seed money for young entrepreneurs, while benefiting from a corporate tax exemption and, for sole partners, an income tax exemption, in both cases for ten years.

Young Innovative Enterprise, a new and particularly advantageous status By adopting the Young Innovative Enterprise status, applicable since January 1, 2004, France now has the most attractive tax incentive system for innovation in Europe. JEI status lowers investor risks and increases their return on investment. This flagship measure enables fledgling innovators to reduce their total payroll costs by a fifth.

A new 150M Euros fund to consolidate the venture capital structure: To consolidate the venture capital structure in France and ensure long-term financing for SMEs, the French government, the Caisse des Dépôts et Consignations (CDC), and the European Investment Bank created a new technological fund in October 2005, contributing equally to its Euros 150 million endowment.

French healthcare competitive clusters

A new vehicle for French industrial policy, competitive clusters bring together within the same geographical location companies, public and private research centers, and training institutions. They work hand-in-hand with local authorities on strongly innovative technology-oriented projects with international visibility or ambitions. The government will back companies in such clusters through funding, tax exemptions and, for researchers involved in government-approved R&D projects, payroll tax breaks, to the tune of 1.5 billion over a 3-year period.
